Literally Taylor has never name-dropped Katy but here Katy is doing it twice within one album cycle.

Agreed, there is not anything for Katy to be blamed for and Taylor has made zero sense from the beginning for getting angry at Katy about this. I think that Taylor just needed a new subject to scream "victim" over and gloss it in public within a song. Taylor is like dealing with a twelve year old spoiled brat. Maybe her "time out" from the spotlight has helped her grow up, but then I always wonder if she has grown up a little between albums AND she hasn't yet, so. I am not expecting much this time. I just hope she will go back full country and we won't have to hear about her / from her in the pop world.
