You guys are nasty, making fun of her and calling her dumb.

The crowds on the tour so far have seemed to be way louder than any of her Vegas shows. It sounds like she was sarcastically making fun of how loud they were in comparison. 

Britney is a really sweet person, and after performing small shows to Vegas crowds I'm sure she's pleased people so far away are still interested in filling up arenas for her.

It's not the first time she gets mad at her crowd for not being noisy or enjoying the music. Anyway I believe she said it with sarcasm. The few videos of the crowd I saw at the Tokyo shows seemed way more lit than the ones from Vegas.

She said it in Russia back in 2009 and I still remember it, Britney and I have the same sense of humor so I think she was just joking.
