He declared it over knowing the Intel was fake and made by the Russians. When he reopened the investigation it was for other reasons in October. At least that what I understood from that sound bite you posted. What makes this incredible is the fact that the public now knows beyond a shadow of a doubt that the Russians DID interfere with our elections by planting fake evidence. Good lord this is huge.
