It means that the deputy AG knew that Comey was going to be fired before he wrote his memo, meaning that the President's statements that he only fired Comey because of the Deputy AG's memo, are completely false. AKA the president directly lied to the American people, and it's plain for all to see. What does it mean long run? Not much. We already knew he fired him because of the Russian investigation, his story is just being killed by a thousand cuts.

No, unless he's under oath. But yes, some of his acts may be high crimes and therefore impeachable. But we will see.
