They were taking a chance...which was actually quite a long shot. When it did so well..even in other countries, they threw some money behind it. They probably would like to do a video now, but to do one before they knew that this stand alone song was going to take off in this way would have been a very costly long shot that record labels just don't take. Gaga is now contractually obligated to a set schedule for the motion picture. When that is done, you will get a video, if it makes sense. If not, there will be other songs and other videos.
