I think part of it is that Gaga is not big with streaming, which in counted a lot more towards the Hot 100 in 2016 when A-Yo came out. Too bad A-Yo wasn't released under the same chart rules as Hair. I'm pretty sure it was only sales and airplay back in 2011. A-Yo would have charted much higher under the old formula, since it did reach the top ten on iTunes.
