Gaga appears to have learned a lot from the past and I strongly believe she won't be directing her videos now. She's much a better singer , performer , songwriter, actress than a music video director Although Judas' video slays hard !!!

It would be a bad move to release the music video already. 

The song is growing now and the impact will start next week. 

It will be a hit but not today.

They're actively removing illegal links, got the song up on all streaming/ selling platforms up almost immediately, and radio apparently was sent it beforehand and they're supporting it. Her team seems very prepared for this. That's why I think that they're waiting for the word to spread of "a new gaga single" a bit more until they drop the video. 

Also, they haven't uploaded an audio track on Youtube which they always do meaning they're planning a video. My guess is, it's dropping next Coachella performance. 

Or it could be a hype single for maybe a further release? Maybe Gaga is figuring out how the GP will react to this single and later on do her next album in the same sound?

The Cure is most probably the lead single of a new project (linked or not to Joanne), or she wouldn't have teased the fact she was back in studio secretly. There's not point of saying this if it was only for one song..
