I think Telephone, Umbrella, and such are not on here because they are not exactly DUETS. They feature artists. If features were taken into consideration, Nicki Minaj would be all that's on this list--if it is based on charts.

Telephone isn't a duet. You can remove all of Beyoncés lines and it still is a full song. If you remove all of Gagas parts than there is almost nothing there. It's not an equal balance

Hey Girl is a duet though because both vocalists are necessary to the song. You can't perform it without the others parts - they're equally important.
