First off...I love that you thought about the green light in Great Gatsby, because I did too! Yas, literature kweens! :firega: 

But I think it means that like when you get a green light and can finally drive while in a vehicle, she wants the ability to move on past the feelings she has for the person she was in a relationship with. She craves the ability to move on.

That does make the most sense. 

I was kind of thinking it was a double meaning. Like yes she wants the green light to move on.  But at the same time she wants the Gatsby green light and to get back with him. 

She said that the song was about a drunk girl dealing with a break up.  I'd think a girl in that situation would both want to get over him and want to get with him at the same time. 

Either way, Lorde did an excellent job.
