So the amount of spins are not decreasing nor increasing.... I also observed that some stations spin it 0 or just once during night and then no spin for couple of hours. Then they start spinning it around 10/11 AM every 2 hours until like 5PM and then there are no night spins at all! So spins during morning rush hour are less likely than in the afternoon rush hour.
