I personally think Madonna used the reaction of sex tbh, I see what you mean completely but some how I think Madonna knew sex would cause controversy and thus she was using controversy to sell her records, controversy as an umbrella term and sex was under that umbrella. I think Rihanna knows she's sexy and uses that to her advantage and out of everyone she's the one that uses sex to sell

Madonna literally had images of her naked and eating ass in a book sold to the general public. She LITERALLY sold them sex just to make money, but at least she made her only actually profound album (Erotica) alongside it.

Madonna too, a lot, but she had periods in which she talked about sex in a more mature way (sexual personality, AIDS, there's not doubt she helped the LGBT community like no one else has) and she didn't use sex, just to sell. Britney. She was able to reinvent what being sexy meant at least four times in her career. That's not to say these concepts of being sexy weren't the norm in society (unlike Gaga's particular brand of sex appeal) but she brought it the forefront of pop culture. It's one of the biggest reasons I think Spears is a huge icon.

Madonna and Rihanna also have but not in a new, unique way. Bold, but not brilliant.

i will fight you considering her only talent is putting on an aesthetic show,  she can't sing (her singing is on the same level as britney's), she dances live like a white mum (janet was always the better one of the two in their peaks), her music is atypical pop beyond Erotica, she's overcredited for things Cher, Janet, and many other female artists in her time did before her and she got away with A LOT because she's a white woman. pure and simple. 

Her main competition outsang, danced and outshined her but as per usual white gays don't like crediting PoC's for their ACTUAL impact. Is she credited as the defining female popstar? absolutely! But she isn't actually, she stole and copied through her entire career (she had 53 lawsuits made against her in her first 4 album eras alone and lost 80% of them).

I won't deny her impact, but her credibility is totally undeserved, she's like the 90s Beyonce. Except a mediocre white woman. And before you try to bring sales into it, remember sales don't determine talent (or do we forget that rhetoric when it isn't applied to Gaga vs her contemporaries?).

Also the only people in that list that have definable talent are Gaga, Mariah and Bey. Ariana to a degree too.
