If that's the case, Joanne did better in Norway and Finland than it did in Sweden, and yet Sweden got a date and the other two didn't. Europe's leg is a mess tbh, I just want Denmark and Sweden to do great, because I'm pretty sure Belgium & the Netherlands will sell out. Fail sorry for my floppy english Milwaukee (USA) wasn't sold out either, yet it had the biggest crowd in North American and fourth worldwide (18k in just one show). The Born This Way Ball was a mess in Hungary even though Born This Way was #1, I think the best option in Eastern Europe would be either Vienna or Ukraine (she's a little bit popular there, and she hasn't done a concert yet, besides it is a very populated country). Considering the decreasing popularity here she might worries not selling enough tickets for the Stadthalle so she would actually gain something from the concert, but other venues like Gasometer or Karl Marx Halle are too small for what she has planned. And, I know you have already talked about it in the OP, but let's be honest, the great majority of people her don't care about her anymore. The last thing they know of her is Applause and that wasn't even a megahit. They don't know about ARTPOP, Cheek to cheek, PI, MR, Joanne... she is basically considered a has been for most of her demographic in Austria.
