nope, it'll be considered The Fame

the deluxe version of The Fame Monster is considered by Billboard to be The Fame, because its considered a re-release of The Fame since it has all of The Fame's songs of them. 

The standard version of The Fame Monster (with just the 8 songs) is considered The Fame Monster.
