So basically, apart from the root URL, there's no reason to expect any links into the old site to still work (not even after they build the site up more). That isn't to say they won't make it English-only. I could see them doing that, depending on whether they thought they'd gain more out of appealing to core deplorables than they would from having an accessible site. But the fact that this particular URL is broken, doesn't really indicate that. (It's the same with the story about how Trump took away the "climate change" page, for example. If there's a Spanish option then they need an option for every major language. But don't favor Spanish specifically.
