Basically every existing law regulates sth A "Regulation" is a half-law that doesn't need to go through Congress or the courts, just needs a signature. Regulations specify all the details Congress can't be bothered with (like exactly what the form to apply for a travel passport looks like, or what words are banned/allowed on a live TV broadcast like the Superbowl halftime show or what is and isn't allowed past TSA security at airports). The total list of US nationwide regulations are known as the "Code of Federal Regulations" (CFR), and it's huuuuge. Making all the old regulations not count would be instant chaos.
