It's obvious Gaga has better vocals and lyrics but they don't come together to tell a good story as a complete album. Joanne has better vocals, production, melodies and lyrics. The themes about love, family and life in general are obvious. An album doesn't have to tell a cohesive story to be good... A storytelling album is Beyoncé's Lemonade, for example, or Bjork's Vulnicura. Glory is not like that. They say it's the last song. They don't know us, you see. Lemonade is basically describing the different stages a person is going through when their partner is cheating: Intuition, Denial, Anger, Apathy, Emptiness, Accountability, Reformation, Forgiveness, Resurrection, Hope, and Redemption.
