Born This Way is a close second. Putting LGBT identities on the radio; on the internet; on television... it was revolutionary and changed a lot in both political and pop culture. 

Yes, we are all Little Monsters. But there is a certain objectivity that comes with Bad Romance and Born This Way. They really are iconic.
