She actually talked about why she decided to not release the original concept in this video around 10:48. I actually understand why she did it, I'm all for freedom of speech but it was bad timing and people were still very sensitive about that kind of stuff.

For a long time, the original version wasn't widely available. If I remember correctly, the original version was only aired in Europe a handful of times and then immediately pulled and replaced with the "flags" version. It never aired in the U.S., and the only way fans could see it was through a "leaked" download available on Madonna fansites. It's only been made widely available in recent years.

From what I read there was some exclusive sneak peek at A vh1 behind the grammys special at the time before it was released.
