The tweet is a little OTT with the "greatly strengthen" part but all in all, it's not the worst idea he's brought to the table. The point of his tweet isn't that the US should have nukes. The US has always had nukes since they were first made and no president has ever wants to get rid of our own nukes. Of course it's not the worst idea he has ever thought up, but that's not saying much when every single original idea he has is a really bad one.
