It makes sense that he 'allowed' her to get a classy tattoo of a trumpet, which symbolises her friendship with jazz legend Tony Bennet, on her Marilyn side. Also the trumpet really nicely balances out the tattoo on her other arm when you look at her from the front. She has one on each bicep now. In other words: she made a promise to her dad that she would keep her tattoos on one side, keeping a 'Lady' side and a 'Gaga' side, and she got her jazz tattoo on her 'Lady' side. Also, I feel like all her other tattoos are related to her life experiences as a passionate, rebellious, crazy, pop star. She probably felt like a tattoo to symbolise her jazz musicianship would be out of place in amongst them. Like putting a diamond necklace away in the same drawer as your sex toys.
