The odds of this are so small that the idea shouldn't even be entertained. It's clear that this album is more than a side project, as Gaga says she plans to tour it. I think this is said mostly by fans who were underwehlmed by Joanne and want something new. In particular fans who want the "8 RedOne songs!!!" You can't change what people think, and if they want to believe that Joane is a side project that's their problem, dream is for free and that doesn't hurt anyone, yes, at some point they will have to deal with the fact that there is not a RedOne produced EP coming, but if they want to believe it let them be.
