that would be just disgusting, they are not gods or something,they are just reminiscences from a dark and oppressing past when not every country was free with democratic values. It's not the first time she has covered them up. She did it at the Golden Globes as well. 

I think she just covers them up because the world sees tattoo's as "not beautiful", and for prestigious awards such as Golden Globes or Fashion Awards, she likes to cover them up.

Nothing wrong with it, we all know who Gaga is and how much she loves her tattoos and her free spirit as you mentioned, I just think sometimes she just wants to be "beautiful and innocent".
