It will make it a lot more difficult, and that's the point. The person who did this was not very emotionally stable and probably did not have the contacts to pull off such an attack by himself. The same goes for psychopaths, people who just do it because they're outraged, etc. Banning guns helps and the decrease in Australia is proof.
