Normally when people compare plagiarism, it's a hook or melody. Or a very specific rythm section that defines the work. There is also some pretty specific requirements that need to be met in order to claim that it's the exact same. Sounding the same isn't alone enough to deem something stolen. I guess you could say they are very similar. Gaga song is obviously way different when you get to the chorus, as well as the actual production. But the rythm of the beat + how the vocals are performed over it (in the pre-chorus) - is what sounds similar. Honestly tho, it would be such a pointless thing to steal. Gagas song doesn't rely on it, and it's not a make a break moment for the track.
