I know Gaga is a commercial entity and she knows she's a big deal, so it must be unnerving not to get a hit when you know you have more talent in one strand of hair than any of your peers All in all, I don't blame Gaga for wanting a hit, but I also don't blame her for going this direction seeing as it pays homage to music she listens to and is constantly inspired by. Besides, she never stated A-yo would be the second single nor was it sent to radio, so there isn't any turmoil within the industry this time around. Because she has a record label that she answers to. They make the decisions, and their decisions center around making money. Because she realised that to be able to have Ronson in the studio making amazing music with her, to tour the whole world with the stage design that she wants, to be able to perform at the Super Bowl : she needs to be bankable for her label. She doesn't care about the charts when she makes music, but she has to care about them when she's doing promo. Her music is not being compromised by which single she decides to release.
