She doesn't need them. She simply does not. "Put the money down first" she says in her very latest album. Yeah, right. 

I wouldn't go so far as to say she's pulling a 21 and releasing "basic" music; it's just a matter of stripping down as a marketing technique which also allows Gaga to get more sales and do what she wants. I know Gaga is a commercial entity and she knows she's a big deal, so it must be unnerving not to get a hit when you know you have more talent in one strand of hair than any of your peers

All in all, I don't blame Gaga for wanting a hit, but I also don't blame her for going this direction seeing as it pays homage to music she listens to and is constantly inspired by. She's not trying to be different, she's trying to be who she actually is, or at least who she wants to be

This. I don't get people  complaining about how it's another "messy release". This is absolutely irrelevant and 99.9999999% of the world's population knows nothing about it. 

Besides, she never stated A-yo would be the second single nor was it sent to radio, so there isn't any turmoil within the industry this time around.

Because she has a record label that she answers to. They make the decisions, and their decisions center around making money. Gaga has a boss and they make the decision on what singles will be sent to radio.

she is not the boss  ,she's just an employee of Interscope  records
that means she has no right to decide which song to be single

Because she realised that to be able to have Ronson in the studio making amazing music with her, to tour the whole world with the stage design that she wants, to be able to perform at the Super Bowl : she needs to be bankable for her label. She doesn't care about the charts when she makes music, but she has to care about them when she's doing promo. Her music is not being compromised by which single she decides to release.

It makes sense to release a ballad after the rocky PI.  Shows diversity of the album.  It's obvious they were testing AYO and MR, the latter won so they are going with it
