Because she'll be rehearsing for the next 3-4 months non-stop to make it perfect. Katy rehearsed/planned for 6 months+ for her SB performance. I'm just afraid that she may get too overworked now, since there's an actual album cming soon & it's not just her performing tributes here & there like 2015/early 2016.

Katy was also on tour, so Gaga will have plenty of time to plan and rehearse.

I get the impression Bobby and Gaga have just chosen to change their marketing strategy by opting for fewer but wider-reaching performances. If she's going to do any shows, they're going to be the biggest shows in whichever country she performs in. That way she can reach the largest number of people without exhausting herself by going on shows that won't equate to a lot of album sales.
