It was not elected fairly, and thus the decisions made by the Syrian government don't reflect the will of the majority of Syrians. The invitation to Russia and Iran is not legitimate either, and the US has the right to be a part of the negotiations just as much as Russia does. They have no legitimacy, as they weren't properly elected. The US government represents the moderate Syrian opposition - those who just want peace and democracy - in the peace process, as Assad doesn't want to sit around the table with the opposition himself but rather kills them with chemical warfare. Because there were talks between US and Turkey on possibility of Turkey's going on full rage mode against ISIS if Kurdish Militia is thrown out of the big picture; by full rage mode, I mean launching offensives to Rakka (ISIS capital) and Mosul.
