Belgium, France etc are on GMT +2 during the summer, so it will be 5 am there.

When i used a timezone converter it said that it will be 8 am in Belgium, when it's 11 pm in LA (which i think is Eastern time? dunno what is correct though :)

11pm ET is 3am GMT

3am GMT is 4am CEST

and so on
