What they mean about the "millennial whoop" as stated in the video is the "shift from the 5th note in the scale to the 3rd note back to the 5th". In Bad Romance the beginning OH-OH-OH is a shift from the 3rd note to the 4th, to the 5th. The "Millennial Whoop" also applies to Major Chords hence the specific sound it has. Bad Romance is in a key of A minor meaning that even if the 5th-3rd-5th is played the 3rd would be a flat note making it not Sound anything like the "Millennial Whoop".
