That's one of the big reasons I think it's intentional, if Gaga didn't want to do promo after the ARTPOP era why in the world would she do everything she did for Cheek To Cheek, especially since it obviously wasn't gonna do as much as a pop album. She was happy again, in love with music again, and ready to make her big comeback. As part of this comeback, there was an understanding that she would have to commit to doing adverts for companies, and tie-ins, and promotional performances and interviews, as part and parcel of the job. It isn't like having to sell a perfume against your will or any of the things that she alluded to wanting to get rid of. I just don't really comprehend the break in how C2C was managed and how Joanne [so far] has been handled. Maybe more will begin to happen soon, or post-release, but I'm not too hopeful. [Sidenote before the charts-aren't-important fans come for me - I like PI, and I am psyched for Joanne.
