There's a lot more to the issue than the prosperity of the country, a lot of it has to do with corruption and the infiltration of the cartels into everyday life.

I believe that, on the issue tho, it's still relevant. Building such walls would cost alot, Mexican government are not stupid to pay for it and risking their country to be even poorer. Even it will risk The States though not as much.
