Why did Gaga not release PI in August?

Because the qlbum can't be released too long after the single. The album needs to go into the holidays season with momentum, and that would've been lost with an august single release and september/october album release.

it's hard to tell if what they did not allow her to do in 2013 means she won't do VMAs anymore or if she didn't feel it was the right time to release

I think it's honestly cause she doesn't want to be overshadowed by the others, it's LG5 time, she wants to launch the project with the spotlight on her, can you imagine her performing PI (a new single) on the Vmas and being overshadowed by Beyonce and Rihanna singing medleys (of songs released for a while), it would be a shame. Gaga is simply sick of comparisons and the pitting of female artists against each other, I also think Gaga can see the Vmas for what they are today, a basic and shallow platform, therefore why would she debut her baby (the lead single of her new album) on there.

She could preform PI at the Apple event, then release it on Friday. She could tease us with an acoustic version of the PI at the event. Then release the studio version on Friday. Last year at Apple's WWDC event, The Weeked premiered "Can't Feel My Face.

Once we see her and Bobby's promotional strategy start to unfold, we'll find out. They've probably got a lot of calculated slots planned and booked in between Perfect Illusion and the release of the album that will lay a foundation for their new approach to marketing and rebranding Gaga and the new direction she's going to steer her career.

The only thing that is clear right now is her intent to showcase the sides of her that have gone unnoticed or been overlooked, to gain support from the people who have been turned off by her past endeavors. Its too soon to tell, as she's purposely been very, very quiet about everything.

Probably the AHS schedule was a factor. And maybe the Apple Music deal too. 

Not appearing at the VMAs was definitely a pointed statement. I think she and some others (Miley, Taylor)  might be getting a bit tired of the whole thing. So maybe a September release factored into that.
