It's a metaphor meaning that even though powerful men are often telling her what to do, she acts like she doesn't understand what they're saying and chooses to play the game her own way. "Speaking German" is a metaphor for having power, in this case. She's a woman, and has experienced that women often have much less power in the industry. So she doesn't "speak the language" that the men in power do. But by acting as if she is speaking the language, aka acting as if she is powerful, she'll get her own way in the end.
