Some countries don't follow the principle of "I'm free to do whatever I want as long as I'm hurting nobody". It's not about lack of education nor stupidity, it's just that they want their whole society to take a certain direction, unlike the USA or Europe in which each person has his/her own belief and behaviors. It's not a good thing but nobody can do anything about it. For example, in Korea, the film 2012 was banned (even people who downloaded it from the internet god arrested) because their government think that it's a sign of "bad luck" since their 100th anniversary of I don't remember will be in 2012.
