While I am personally happy, i don't know if the GP will accept a dance floor anthem right now. I admit i don't listen to radio much but i don't think that a dance floor anthem will be hugely successful right now, given the current popular genre in pop right now? However, its gaga and she knows what she's doing (i hope) and she changed the industry back in 2008 when urban music was more popular back then so I have faith. If you're going to debut new music and hype up your comeback you preferably want top billing. Otherwise there's a high chance of being lost in the crowd. It's pretty clear the VMA's wanted this year to be all about Britney and they probably booked it first. Plus I think she wants to try and not recreate the Applause-ARTPOP release. I don't see it as a problem though, once the VMA fuss dies down, which shouldn't take long, she can step up and she won't have to compete with all those other artists on the same night - she can have the spotlight alone. If the song is good enough it will take off well without the promo spot. plus she probably doesn't forgive the VMA's for the Applause thing in 2013 And honestly, I don't think that's the image or demographic they're aiming for this era. With c2c, oscars, ahs, etc gaga has took her image past mega pop star. Her image now is all about quality and it would be tainted by having her first performance be at the trashy vmas.
