She's allowed to release music, she just doesn't want to work with him after what allegedly happened. Her contract states that the majority of tracks on any album she releases have to be produced by Dr Luke and understandably that makes her contract unworkable because she wishes to have no contact with him. He has waived that part of the contract and she is allowed to work with any producer she wants, Dr Luke still has to approve of any release though because its his label.
