Her stylist would generally call up designers and asks if she can borrow pieces, Gaga gets the clothes she wants and the designers get a ton of free press and advertising for their work. If it's true and the costume designer doesn't want to make pieces for free then that's completely that designers right and a completely fair decision to make It's hardly evil of Gaga/Brandon to request that they borrow or make pieces for free though, it's generally a mutually beneficial thing.
