How?

"According to the Recording Industry Association of America, an EP is defined as containing three to five songs or under 30 minutes, whereas a single is allowed to contain up to four songs."

"In the United Kingdom, any record with more than four distinct tracks or with a playing time of more than 25 minutes is classified as an album for sales-chart purposes. If priced as a single, they will not qualify for the main album chart but can appear in the separate Budget Albums chart."

"An intermediate format between EPs and full-length LPs is the mini-LP, which was a common album format in the 1980s. These generally contained 20–30 minutes of music."

The Fame Monster consists of 8 tracks making the running time 34:09. This surpasses all the definitions of an EP.

Before TFM was released Gaga and her label said it was going to be an EP which means that they considered it EP before putting it on the market. After its enormous success and a long era behind it, which defined Gaga as an artist and gave her a spot above all popstars in that moment it was silly and still is silly to call it just an "EP" and not an album. Because it was more than album for her and her fans. It is more iconic than the most of the "real" full lenght albums will ever be. That is the truth.

Can you be logical for a second?

If you consider C2C LG4

Then you have to consider C3C LG5...

I would take Gaga's word over the standard expectation of what album's supposed to be. ARTPOP

Sugar, spice, and everything nice.

Basically what's already been said. TFM is too long to be an EP,  both in number of songs and length, I have seen releases with 7-8 songs that are considered LPs. The music is too different to be just a re-release of TF,  Gaga considers it a standalone piece,  and it was promoted with the budget and given the importance of an album. So that makes TFM LG2, and since nobody doubts that BTW and ARTPOP are LPs, that makes them LG3 and LG4, which means C2C doesn't count.
