IMO it would only bring more people to illegally download music. Streaming music isn't always streaming. All streaming services offer you the ability to download the track to your phone so you can listen to it offline. You don't have to stream it all the time. Okay, so if you download it you don't stream it. Then maybe they will simply put the two things together, for example get rid of iTunes and keep Apple Music as a platform where thanks to a membership you can stream and download your music. I've never really understood this feeling. To me it's just all music files. One stored on a CD, the other downloaded on a device. For me it's about what's more convenient.
