Her answer makes perfect sense:

People build an image individually of an artist. It does not matter how her performances or work were intented to be in the way of how she wanted to direct it creatively originally.
The consumption, interpretation and perception of her create multiple Gagas of the original musician Lady Gaga. Everybody has a different connection to her, in hence she is every icon and can't necessarily be THAT one Lady Gaga if there are multiple reflections and persona of her.
