You can though. Hammers are actually weapons. In fact many household tools can be used as weapons. Screwdrivers are a good example.

This is not a weapon. How do I know?

1. Because the manufacturer doesn't call it a weapon. They talk about how useful it is for general tasks. "Cutting and piercing with equal ease, the Counter Point is both a functional and attractive EDC (Every Day Carry) knife and a steadfast resource in any rescue or emergency situation."

2. Because Canadian laws prohibit carrying concealed weapons, but I'm allowed to carry this. In the eyes of the law it's not a weapon unless I'm carrying it for that purpose, or unless it was designed specifically for that purpose. A samurai sword is a weapon. Brass knuckles are a weapon. A folding pocketknife, nope.

In any case those are different because they are melee. Ranged weaponry need to be treated differently because not only do they have more reach but they can also be wielded effectively by someone with little training.

Most weapons can be wielded effectively by someone with little training. The simpler the weapon, the less training required.

Not melee. It carries much higher risk since you have to be in physical range of your opponent. You also need to hit the proper areas to maximize the impact of the blow, otherwise you open yourself up to counterattack. Also many melee weapons can also hurt the user himself on attack.

I mean if the target is unarmed against a group or caught unaware then what weapon you use is irrelevant. You can punch people to death.

I think untrained vs trained would often be more fair with axes or hammers than with firearms. An untrained person might not even know how to use modern weapons (shown below).

The point is an untrained shooter can kill a trained melee user pretty consistently.

I think that guy is trying to shoot over cover lol

As I said the distinction is more about the rate of fire (you can't stab multiple people in succession like guns unless you're Uma Thurman from Kill Bill),  the range (you have to be in melee), and training.

We are debating different things. A melee weapon can be used effectively by someone with little or no training, so can a rifle. A rifle is more effective in general, but the untrained user won't be able to make use of all its capabilities, whereas with a hammer there's not much to it.

Hammer: 30 effectiveness, with untrained user, 25 effectiveness.
Rifle: 200 effectiveness, with untrained user, 125 effectiveness.
