For countries like Indonesia, where most of its citizens do not pay income tax, and corrupt, it is more cost effective for them to eliminate than to keep inmates alive, because the prison does not have funds to keep feeding both existing and incoming inmates. Even back in 1980s. their former president, Soeharto, allows secret operation to combat crime rates that are too high by execution on the spot by mysterious peoples without undergoing trials. There were three to ten thousands criminals were put to death this way, and their dead bodies were then thrown in random places, the river, the forests, and such. They just need to fix the system. If it can be 100% proven the victim is guilty, then the death penalty can be a punishment just like every other ounishments. I don't know why this would take extra money? If it can't be 100% proven, then death penalty should not be considered and again there would be no need of staff to decide whether it's ok or not. My rules are simple and won't get any innoncent killed for no reason Now the question is: where is the line of 100% proven or not. This should be discussed and I on my own can't decide that.
