What's the deal with all the mixtapes recently?

I've been noticing recently that so many artists seem shackled to not releasing anything more than mixtapes. Naturally, it's been common on the rap scene for years, but even other genres are starting to do it. Mixtapes used to be something you released just to keep your fans going in between albums, but these days, it seems to be all artists can release. Why is this? Are their labels preventing them from releasing an album and if so, why? I know Lil Kim said the reason why an album is so long coming is because the rules of her prison sentance forbid her from releasing an album but she got released several years ago and there's no sign of an album. Jojo just seemed to be releasing mixtapes and EPs ever since her career tailed off after her second album and a new album on her new label seems to still be nowhere near ready. There's also plenty of other artists who haven't even released their debut album yet, they just seem to release mixtapes and EPs but they never lead to anything bigger. Personally, I couldn't stand not being able to release a full-blown album. Writing songs that are album worthy but only being forgotten about on a mixtape. Having all my creativity wasted on a mixtape meaning creativity for the album will be low.

Is it the label forcing them into not releasing an album because they're not successful enough? Is it contractually related? Are the artists just not wanting to make a studio album and prefer the lesser pressure of mixtapes?

Well, you can put Beats by others (which you've not bought) on Mixtapes - since you don't make any Money out of them. A full length Album means money and time. When you just have some side tracks that you really love, Mixtapes are often released.

Younger Artists release mixtapes to see how much buzz they are getting.

Can I sample a song if I don't make money with it?  Without having the artist prermission??

I like short 'albums'. So mixtapes are great or in pop music world an 'EP'

Azealia Banks just released Slay-Z and how you said:

They're a fun way for fans to experience music, and there's less pressure on mixtapes than on albums.

If you're a younger artist trying to get buzz, it's pretty common to release a mixtape.
