When she says she doesn't "remember" that he was there, she isn't using the word "remember" in its literal usage like you are, she is using it sarcastically to imply he wasn't involved with health care reform when she was. There is a difference between harmlessly not remembering things, and remembering things incorrectly for political gain. It's a matter of dishonesty, and it's not the first time she has done this.
