With JPop it depends, they're not all the same. A lot of the time the video's released before the song to build buzz before it goes on sale (so with the new Perfume song, I'm sure the whole video is done, it's just hard to find full-length JPop music videos online cuz they're crazy about piracy). Sometimes it's right with the song release like KPop. Sometimes they release a bunch of music videos around the album drop, which I think is what Namie Amuro did with the "_genic" album. 

I think for all of those options, the intention is to have a really high opening week/month, rather than longevity. The charts turn over pretty rapidly in Japan and it's rare to have an artist topping the chart for many weeks in a row. As a result, the Japanese artists I follow don't usually milk their album eras for as long as American pop stars do. But they don't usually have just one single for an entire album like KPop groups do, either. They're kinda in between.
