The postal service doesn't do it, but private companies like UPS and FedEx do. Like it probably would have cost $30 just for shipping an item as small as an album. I did some work for an e-commerce company a long time ago (when I was like 14 ) that was based in the US and moved operations to the UK. A lot of the customers were still from America and so we exported 20-30 packages every single day. During the first few weeks there was some glitch with the software that meant zip codes weren't printed onto labels and we were none the wiser since none of us had been to America (it was strange... the company owners were still in the US but they moved shipping to the UK without coming over themselves) So we got tons of returned packages because of an "incomplete address" Over here if you don't put the post code (UK equivalent of zip) then it doesn't matter, the postal service still knows where to deliver it.
