Out of her generation and younger, who else can seriously compete? Since the beginning of her career, she has appeared on many high-profile stages and knocked it out every time. 

AND, also unlike her contemporaries, she did it while not only showcasing her voice and stage chops, but also her extreme versatility. She looks and sounds like a completely different performer every other time, while always maintaining the same level of quality.

I might be biased because I only stan for Gaga, but I think she's definitely up there. Madonna has iconic performances. Britney has iconic performances. Gagz has iconic performances. Apart from them, I don't really think other pop stars who are still alive/active have iconic performances remembered by most people. As much as I like Beyoncé, I don't think any of her performances really withstood the stand of time and were engraved in people's memory. The same can be said about Katy, Taylor, etc.

This is propbably due to the fact that Gaga is really known as a performance artist. In many of the interviews I've watched, that's the title people give to her.

EDIT: Even Gaga herself referred to what she does as performance art in some of her interviews throughout different eras.
