In Portugal (where I used to live), the President was only in charge of military, war matters and natural disasters. The Prime Minister actually runs the Country tho I know in Russia you have a Prime Minister too. As you might know, in 2008 after Putin's second presidential term ended, he appointed Dmitry Medvedev (then deputy prime minister) as the next president and became the prime minister, and when Medvedev's first term ended he didn't even try to run for president again and gave his chair back to Putin and became the prime minister. So you might imagine what kind of power he has. All the important decisions are made by Putin.
