I mean, she might not be aware of the difference and that's where there could be an issue with my opinion (but i do think she's really good with vocabulary). But if she's saying the words "My hair is blonde" I'm going to write on here "Lady Gaga's hair is blonde" because those are the words she used and as far as I know that's fact, unless she's lying about her hair being blonde, or lying about the fact that she knows the release date and has chosen she will not tell us it yet, since she used the word "won't".

But you can still say "I can't say" and know the release dates. Especially if there is a marketing plan in place, "I can't say" could be interpreted as "I know the release date, but I can't say because my record label/manager won't let me".
That makes absolute sense. She CAN'T tell us the dates because she is not allowed to say.

You can also, absolutely say "I won't tell you the dates, because they are subject to change" that makes complete sense. It implies there is a date in mind, but she won't say  it because circumstances can change. "I won't tell you any dates, because I don't want to disappoint people if the album isn't ready at that point" is something that you can also say if you don't really know the release date.

She could even be talking in broader terms "I won't tell you whether I will release my album early in the year or later in the year." and have no set date in place.
 

 

Your example of blonde hair is a strawman. In that case it's very obvious what she means, in this instance it's more grey. She could be saying

"I know when my album will be released, but I won't tell you"

or she could be saying

"I have a general timeline of when I want my album to be ready, but I won't tell you"

or she could be saying

"My album will be released this year but, before you ask, I won't give you an answer regarding exactly when because it's not something I can say at this point"

Yeah, I also thought about that, but then she continued the sentence using "exhilarating" and "liberating"

This speculation is full of wishful thinking and not based on any kinds of facts. 

Gaga was probably referring to which quarter they are shooting for. That doesn't mean she knows the exact date or that it is soon. It could be Q4, and she knows that it is their target quarter.

I'm against a surprise release because she can't do that to me... I have to ready my body first, allow myself time to reflect on life, pick up an extra wig before she snatches my follicles out etc.

They dont want another Q4 release I can tell you there sherri!  Its coming sooner than later, she'll be locked in the studio after the grammy's,  single then album . I call it Metamorphosis or Art of Darkness.

I don't think she'll do a surprise release, she lives for hyping and teasing us and she couldn't do that in that case
