If the album is somewhat about her then she should be on the cover (as was the case with ARTPOP or TFM) but with albums like The Fame or BTW where she really was writing about concepts and other people she really should've gone the route of not being on the cover. Someone made an ARTPOP cover before ARTPOP came out and I really liked it.
